This position is located in the Northern or Southern Division, Assistant Administrator - Telecommunications, Rural Development - Rural Utilities Services (RUS). You will serve as the General Field Representative (GFR) for an assigned geographical area and will be responsible for a full range of RUS loan and grant programs in the assigned area. Position may allow you to work from home or some other authorized location.

Promote telecommunications loan and grant programs to a broad range of existing and potential applicants in an assigned area. Respond to inquiries from borrowers or applicants concerning other sources of rural economic development financing and technical expertise.
Provide information and support relating to the Telecommunication loan program to a broad range of existing and potential borrowers in assigned area.
Responsible for developing an itinerary to accomplish duties, with the authority to plan and schedule travel, accommodations, meetings, etc., within authorized budgetary guidelines.
Prepare reports and correspondence in connection with assigned duties.
Review and analyze completed financial and technical documentation in support of a loan application.
Instruct and guide borrowers' officials, staff, and consultants on issues relating to the loan application process. Reviews and analyses completed documentation in support of a loan application.
Conduct civil rights reviews of Telecommunications Program borrowers in order to determine compliance with Federal regulations.
Maintain general oversight of Telecommunications Program borrower financial and management policies and practices to assure the security of government loans and enforce mortgage and loan contract requirements in order to ensure compliance with Rural Utilities Service standards and policies.
Review and score grant applications in accordance with eligibility and scoring guidelines and conduct verification process to determine level of existing service in proposed service areas.
Make recommendations on the suitability of the loan proposal for financing and performs competitive analysis.
Investigate actual or potential loan security situations; performs management and certification audits; as appropriate; develops comprehensive recommendations for implementing audit findings; and works with borrowers to implement management improvement plans, new rate structures and financial plans or other necessary corrective actions.
Maintain general oversight of telecommunications project's engineering, construction and technical operations to ensure compliance with Program's standards and policies.

For GS-13: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: experience performing the full-range of duties to provide expert and authoritative guidance as it relates to water, electric, or telecommunication program policies, procedures and requirements; providing advice and assitance on the requirements for submitting applications or other financing assistance requests; maintaining general oversight of customers'' engineering, construction, technical operations and maintenance practices, in order to ensure compliance with an organization or agency''s standards and policies to design and implement telecommunications projects; reviewing and analyzing completed documentation needed in support of financial applications; making recommendations on the suitability of project proposals for financial; performing management and certifications audits; planning and conducting formal meetings, presentations, and/or training sessions to provide policy and procedural guidance on telecommunications projects to customers, official staff, board of directors, consulting firms and other interested stakeholders at remote rural locations. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
